Public education, even at the college level, should be free within certain time limits. We need more vocational education. Single payer health care would lower costs compared to multi-payer systems. We incarcerate too many black and poor, many for drug user offense, which wastes tax money on prisons. Infrastructure needs to include more light rail, buses, and dedicated bike paths. The state needs to plan and create jobs when the private sector won't - especially on insulating and renewable energy projects.
Delaware has chancery courts specifically set up to deal with corporate disputes. Corporations should be paying much more for that. More than gas taxes, the vehicles which use the roads need to be taxed. Heavy truck and tractor trailers inflict more damage than cars, but they could easily obtain their fuel elsewhere. Property taxes are a county matter, not a state matter in Delaware.

The Affordable Care Act is extremely flawed. Publicly administered universal health insurance would be better and would eliminate the middle man (insurance companies) which take a large portion of the money which should be used for health car.

My top priority would be pushing for Green jobs in Delaware, funded by the state if necessary. This would include insulating older buildings, including homes, and subsidizing the creation of renewable energy (solar and wind) businesses. some fees could be collected from homeowners, on a sliding scale bases on ability to pay. Taxes could be raised on the wealthy. Delaware has made customers of Delmarva Power pay an amount of their monthly bills to subsidize Bloom Energy, which is making fuel cells to burn tracked natural gas, calling it renewable. That should be eliminated and the subsidies put toward renewables.
